Needs Survey for Kentucky's "New" Autism Spectrum Disorder WaiverCan you all give me input on the survey (below) regarding autism spectrum disorder needs in order to provide our membership with input to the planning committee for the waiver. It would be good to solicit input from providers (therapists, home health agencies, etc.) and professionals (M.D.'s, Ph.D.'s, SLP's, OT's) in the form of letters or recommendations. A Planning Committee has been formed by the State of Kentucky to study options and services for a new autism specific Medicaid waiver. It is critical that the Autism Society of the Bluegrass membership have input into the services that will be provided under this new waiver. The main meeting for this committee will be a three-day retreat, April 24-26. We would like to have our survey data in the committee's hands by that date. All questions are optional but are designed to help the committee know who we are and what we need in objective terms. Is your child currently receiving services under any of the following waivers or programs? ____ Home and Community Based Waiver (respite, home-based speech or

some do not. How do you feel about the type of credentials that provider's
should have in order to be a provider under the new waiver? How do you feel about the quality of services you are being provided at this
time? There are many ways to structure waiver programs. A person may access only one actual "waiver" at a time. One method is to make the waiver or program very specific to the disability and allow access to other medical services through the normal Medicaid program. Doctors, dentists, etc. would still be accessed with regular Medicaid card but disability specific services through the new waiver or program. This allows for a larger pool of providers and would allow children to remain with familiar and established service providers. This is currently the way most people access services through the HCB waiver and standard Medicaid. Another method is to spell out in the waiver exactly what services are to be provided and only those services would be provided. These waivers usually have an annual dollar amount cap and a limited number of "slots". This type of waiver severely limits providers and services. We would appreciate your thoughts on this topic.
